Why AI Adoption Needs a Reference Layer
Across mature markets, participants share a common reference point. Capital markets have yield curves. Labour markets have employment data. Supply chains have lead-time indices. These instruments don’t tell participants what to do. They tell them where they are.
AI adoption has no equivalent. Not at the level that matters, which is the decision level.
There is no shortage of data on what organisations have deployed, which tools are gaining traction, how much is being spent. Analyst firms publish this data annually. Vendors publish it quarterly. The technology press publishes it daily. What none of them measure is how organisations are actually reaching their decisions about AI. Who inside the organisation is convinced. Who is hesitant. Whether those positions are converging or pulling further apart. And whether the organisation is approaching the kind of internal alignment that makes committed action rational, or drifting further from it without realising.
This absence has consequences that are easy to underestimate.
Without a reference layer, every organisation navigates AI adoption in isolation. Each leadership team treats its internal dynamics as unique. The CTO who is three stages ahead of the CMO assumes this is a local problem, specific to their organisation’s culture or structure. The CMO who can’t get budget for a programme that is already proving value in another function assumes the blocker is political. The CFO who has seen no business case that meets the evidentiary standard they would apply to any other investment of equivalent scale assumes the timing is wrong. The CEO who senses tension between them but can’t locate exactly where the gap sits assumes the team needs more time, or a better business case, or a different vendor.
Some of these assumptions will turn out to be correct. But without a way to compare against external signal, there is no mechanism for distinguishing between a problem that is genuinely local and a pattern that is structural. And if the pattern is structural, the response needs to be fundamentally different from the response to a local problem. You don’t fix a structural misalignment with a better business case. You fix it by understanding where in the organisation confidence, conviction, and readiness have diverged, and by addressing those gaps deliberately.
This is where the existing intelligence landscape falls short. Not because the research is bad, but because it operates at the wrong altitude.
Annual surveys capture what happened. They tell you that a certain percentage of enterprises deployed AI in a given year.¹ They do not tell you which roles inside those enterprises were confident the deployment would last. They do not tell you whether the decision to deploy was shared across functions or driven by a single champion. They do not tell you whether the organisation had reached genuine consensus or simply run out of patience with the evaluation phase. These are not minor details. They are the dynamics that determine whether a deployment sustains or unwinds within eighteen months.
Platform data shows usage. It tells you how many seats are active, how often a tool is accessed, which features are being used.² What it cannot show is whether the people using the tool believe it is creating durable value, whether their managers share that belief, or whether the budget behind it will survive the next planning cycle. Usage without conviction is experimentation. It looks like adoption until it stops.
Vendor narratives tell you what is possible. Case studies tell you what worked somewhere, once. Board presentations tell you what the CEO has been told. None of these are reference points. They are positions, advanced by interested parties, with no external benchmark against which to evaluate them.
What is missing is a continuously updated, role-based view of how organisations are deciding about AI right now. Not what they bought. Not what they deployed. But what they believe, intend, and are prepared to commit to. And critically, whether those beliefs are shared across the roles that need to act on them, or whether they diverge in ways that will slow progress before it becomes visible in outcomes.
This is the gap Quaie’s Q1 2026 fieldwork is designed to close. The hypothesis is that when you ask ten executive roles the same questions about AI readiness, from CEO and CTO to CFO, CHRO, and General Counsel, role will emerge as the primary axis of divergence, more significant than company size, revenue band, or sector. A CTO and a CMO sitting in the same organisation, looking at the same AI initiatives, are likely to report fundamentally different levels of confidence, cite fundamentally different blockers, and describe fundamentally different levels of preparedness. A CFO and a CHRO, asked about the same technology investment, will probably frame the question in terms so different it is difficult to recognise as the same conversation. If that pattern holds consistently across the cohort, the implication is significant: any intelligence that aggregates across roles, reporting an enterprise average or a sector benchmark, is compressing precisely the signal that leaders need to see.
This is why the reference layer that AI adoption requires looks different from what currently exists.
It needs to operate at the role level, not the company level. The Role Shift Index tracks where each of ten executive roles sits on the adoption spectrum, not as a single reading but as a position that shifts over time, making visible the pace and direction of movement within each function.
It needs to surface divergence as information rather than smoothing it into a consensus that has not actually formed. The Organisational Adoption Gradient measures exactly this. It captures the distance between the most advanced and least advanced roles, quantifying the internal spread that enterprise averages conceal.
It needs to capture sequencing. Which roles move first, which follow, and whether the gap between them is narrowing or widening. Role Lead-Lag Ranking tracks the temporal distance between roles as they move through adoption stages, revealing whether an organisation is converging toward shared conviction or diverging away from it.
And it needs a measure of when alignment has reached the threshold that makes committed action rational. Consensus Formation Time estimates how many quarters it will take for an organisation’s roles to reach sufficient convergence. This gives leaders a forward-looking view of their decision timeline rather than a backward-looking account of what has already been deployed.
But timing and sequencing alone are not enough. Leaders also need to understand whether their organisations are interpreting the opportunity in similar ways. The Role Alignment Map measures the degree to which leadership roles share a common interpretation of AI strategy, ownership, and organisational direction. It reveals whether a leadership system is moving toward coordinated commitment or remaining fragmented, a distinct question from where each role sits on the adoption spectrum, and one that determines whether convergence is genuine or performative.
Finally, adoption decisions inside enterprises are rarely symmetrical. Some roles initiate change, others validate it, and some hold the authority that determines whether investment proceeds. The Role Influence Index measures the relative influence of leadership roles on adoption decisions, identifying which functions act as catalysts, validators, or gatekeepers as AI moves from experimentation toward operational deployment.
None of this can be reconstructed after the fact. A quarter that passes without capturing decision context is a quarter of signal permanently lost. Time is not just a dimension of this data. It is the moat.
There is a reason mature markets develop shared reference points. Not because they simplify decisions, but because they reduce the cost of navigating under uncertainty. When participants can see the same structural picture, misjudgements become cheaper and corrections happen faster.
AI adoption is still in its formative phase. The most consequential decisions facing leaders right now are not about which tools to use. They are about when to scale, where to focus, how to sequence change across roles, and whether organisational confidence is sufficient to justify committing capital. These are judgement calls. And judgement, made in isolation, without reference to how those same dynamics are playing out across comparable organisations, degrades in ways that are invisible until the consequences arrive.
What is beginning to emerge is a different kind of intelligence, one that treats AI adoption as a living decision system rather than a static trend to be benchmarked. It is slower than hype, more restrained than forecasts, and built to become more valuable over time rather than less.

Together, they describe a reference layer that does not yet exist at scale. Building it is the work.

¹ Annual AI adoption surveys: McKinsey Global Survey on AI (2024) reported 78 per cent of respondents using AI in at least one business function; the 2025 edition reported 88 per cent. BCG AI Radar 2025 (January 2025, 1,803 C-level executives across 19 markets) found 75 per cent ranked AI as a top-three priority, but only 25 per cent reported significant value. Deloitte State of AI in the Enterprise (2026 edition, 3,235 leaders, 24 countries) reported similar adoption figures. None disaggregate by executive role within the enterprise.
